Does any municipality offer to home builders the opportunity to build a spec house, and when it is bought, the lot price would then be paid to the municipality? This question, of course, assumes that the municipality is the developer of the subdivision and owner of the vacant residential lot. Copies of agreements or comments about your experience would be greatly appreciated.
