Does any municipality have a policy (or bylaw) with that provides a requirement for either the municipality, or the adjacent homeowner, to have the responsibility of maintaining access to a fire hydrant in all seasons? I’d be interested in policy/bylaws out there with regards to maintenance of the boulevard/public areas adjoining a property owner’s property during all seasons as well.
