Does anyone have experience with a resident asking for taxes and/or penalties being waived citing "special circumstances" of being on AISH? I have a property a month away from tax recovery sale and the owner is requesting everything but current taxes to be waived. It goes before Council Tuesday night, any insight would be appreciated.

The Village of Barons is looking for any municipality who may have a bylaw restricting the number of unlicensed vehicles allowed in their community. At present, the Village allows for one unlicensed vehicle but Council is looking at changing the bylaw to allow no unlicensed vehicles.

Is the 2 hour parking limited to one commercial block or bay or is it applied to the whole street? When new subdivisions are developed the developer is required to provide a construction advance for the installation. Upon being energized the advance is returned to either the developer or the municipality. Is there a municipality that has a written policy stating that the advance is returned to that municipality that they would like to share.

policy and procedures when someone outside the muncipality's borders
requests to hook onto the Town's infrastructure (ie. water lines or
sewer lines). We need an example of policy and procedure, bylaw wording
or both and then some idea of the rates charged to non-residents.

The Town of Sedgewick is considering a policy to charge consultants for the time that municipal employees spend to research and gather information for whatever project a consultant may request information on. Council is concerned about the amount of time municipal employees are spending working on private consultant’s projects that are taking employees away from municipal work.

The Town of Tofield would like to survey other municipalities, when a development occurs and street lights are installed the developer is required to pay a construction advance on street lights. When these lights are energized the utility company returns the construction advance to the municipality or the developer. What is the normal procedure, does your municipality require that this construction advance be returned to the municipality or developer?

The Town of Sedgewick is seeking examples of municipalities with septic tank
dumping policy for tank trucks that clean septic tanks and then permit dumping into the municipal sanitary system. Does anyone have a policy and, what are the policy requirements? Our current septic dumping policy contains the following requirements:
- The septic disposal company shall enter into a User Agreement with the Town of Sedgewick.
- The company must provide documentation of dedicated septic tank equipment.
- The company must provide proof of liability insurance policy naming the Town of Sedgewick as an additional insured.
- Prior to each dump, the operator must contact the office and complete a Sewage Disposal permit.
- A fee for service shall be set by resolution of council.

As our municipality turned 100 years old in 2007, we are exploring ways to preserve and retain our records. We are seeking comments, ideas and suggestions regarding the use of microfilm and microfiche for permanent municipal records retention. The Town of Nanton has a property owner that has a prime commercial property on which he has constructed a restaurant to 90% completion over 6 years ago. The property now sits idle. It does not fall under our unsightly premises bylaw, nor were there terms for construction completion in place in the development permit. They are often used as a secure storage building and we are looking at controling where they may be placed with-in the village.

The Town of Mayerthorpe is in the process of replacing the Mayerthorpe Exhibition Centre which was lost to fire on July 28, 2008. The proposed new facility will incorporate multiple recreational facilities under one roof. These facilities include a community hall, outdoor swimming pool, hockey/agricultural/rodeo arena. These facilities are owned by the Town and were once stand alone facilities operated via an operating agreement by individual societies. Do other municipalities have a governance model to facilitate the operation of a multi-use facility under these circumstances? Please forward me any information ie. Committee Terms of Reference, Policies, Procedures, etc. that would facilitate the operation of a multi-use facility owned by the municipality and operated by multiple non-profit organizations. I am inquiring if someone has a policy in place regarding damage to vehicles, campers, windows by lawn mowers, riding mowers or Weed wackers being operated by town staff or summer students. Are claims paid out by the municipality or does it go to the insurance company if over a certain amount.

For municipalities without a Bylaw Enforcement Officer; how do you deal with Land Use Bylaw issues? Does your Council take a pro-active approach where a staff member patrols the municipality measuring fences etc. and then office staff issue stop orders or do you wait for residents to register complaints? Same question for other Bylaws; Dog, Cat, Nuisance Abatement etc.

The Village of Barons is looking at similar sized communities to see if other small centres have a cat bylaw. One of the issues is the enforcement of said bylaw. Does any municipality under 500 have a cat bylaw? If so, is it effective? What resources are used - i.e. Specific village position (such as bylaw enforcement, village employee)? What is done with the animals once caught - is there a special arrangement with a vet?

We have a situation in Clyde where we have three residents who own a house which is built across two separate, unconsolidated parcels of land. Our assessor has informed us that he can only prepare one assessment for the entire property. I am wondering if anyone else has this situation and how do they structure the tax rolls? One tax roll for two separate parcels? If there is two tax rolls how do you tax the second lot?
